TGA and Amazon Partner to Accelerate E-Commerce Growth and Empower SMEs in Saudi Arabia

The Transport General Authority (TGA) and Amazon have signed a landmark memorandum of understanding (MoU) aimed at transforming Saudi Arabia’s delivery infrastructure and supporting the growth of small and medium-sized enterprises (SMEs) in the Kingdom’s thriving e-commerce sector. The agreement lays the foundation for a more innovation-driven regulatory environment.
The MoU was signed in Riyadh during the Saudi-US Investment Forum by Dr. Rumaih bin Mohammed Al-Rumaih, on behalf of the Transport General Authority and Vice President of Amazon MENA for the Middle East, North Africa and Turkiye Ronaldo Mouchawar, representing Amazon, with senior officials from both organizations in attendance.
According to a press release issued by the TGA, this strategic collaboration creates a comprehensive framework for TGA and Amazon to jointly modernize parcel delivery services across the Kingdom. The partnership will focus on embracing cutting-edge technologies and developing innovative financing and leasing solutions to support sustainable growth among local delivery companies and Amazon’s last-mile partners. It also aims to enhance service quality and expand delivery coverage to significantly improve the customer experience.
Acting President of the Transport General Authority Dr. Al-Rumaih said: “This partnership comes at a time when the e-commerce sector in Saudi Arabia is witnessing unprecedented growth, alongside a major shift in consumer behavior toward digital platforms. Through this agreement, we aim to establish a regulatory environment that empowers an integrated delivery ecosystem, aligned with the aspirations of Vision 2030.”
Mouchawar said: “Saudi Arabia is one of the region’s most dynamic digital economies, and Amazon is committed to contributing to its remarkable momentum. Our partnership with TGA reflects our ongoing investment in local infrastructure and innovation. By combining Amazon’s global logistics expertise with TGA’s regulatory leadership, we will create smarter, more inclusive delivery solutions that empower SMEs, drive innovation, and improve the experience for millions of customers across the Kingdom.”
The release added that the partnership directly supports the objectives of the National Transport and Logistics Strategy by promoting a more competitive last-mile delivery sector, increasing SME participation in the digital economy, and advancing Saudi Arabia’s position as a global logistics hub. This collaboration underscores the shared commitment of both organizations to drive economic diversification, enhance logistics efficiency, and foster a future-ready ecosystem aligned with national development priorities.
