The report highlights achievements across six key sectors that have contributed to improving lifestyles, enhancing urban environments, expanding cultural, entertainment, and sports options, and empowering communities.
The report offers a comprehensive analytical review of social, cultural, and economic progress, as well as developments on 42 performance indicators. Seven indicators achieved 100% completion, while 23 exceeded their targets. The remaining indicators signal promising opportunities for further development.
Chief Executive Officer of the Quality of Life Program Khalid Albaker emphasized that people are at the center of the program’s objectives. He noted that the report reflects a transition from the foundational phase to one focused on empowerment and sustainability, creating measurable impact in people’s lives.
Albaker added that Vision 2030 continues to build upon previous achievements, moving toward its goals with confidence. He stated that Saudi cities are becoming more livable, more attractive to investors, and more supportive of talents, hobbies, and aspirations. He also highlighted the program’s partnerships with executive entities to support urban development, stimulate investment, and expand opportunities across the cultural, entertainment, and sports sectors.
According to the report, the cultural sector held 3,327 events and created jobs for over 234,000 individuals in cultural industries. In tourism, Saudi Arabia welcomed more than 115.9 million visitors, contributing 4.4% to GDP. Urban achievements included the development of 149 new neighborhood parks and an increase in satisfaction with municipal services to 81%.

In sports, adult physical activity reached 58.5%, and 1,100 athletic talents were discovered. The hobbies sector recorded the establishment of 1,832 hobby clubs, reinforcing the role of hobbies as an essential component of quality of life.
In the public safety sector, trust in security services reached 99.58%, supported by technological expansion and infrastructure improvements throughout the Kingdom.
Economically, the program contributed SAR74.5 billion to GDP across covered sectors—exceeding its target at 102%. Non-oil revenues totaled SAR17.8 billion, nearly doubling the target, while private investment reached SAR21.6 billion. The program also created 368,900 jobs, achieving 93% of its employment goal.
The report concludes by affirming the program’s readiness for the next phase of Saudi Vision 2030, with an emphasis on collaboration with executive bodies, expanding its reach, and strengthening private sector involvement.
