IMCTC Strengthens Counter Terrorism Approaches in Line with International Humanitarian Law
The Islamic Military Counter Terrorism Coalition (IMCTC) continues to reinforce its institutional approach by aligning counter terrorism and security requirements with the principles of international humanitarian law, through enhancing legal awareness and building specialized capacities among counter terrorism personnel in its member states, in accordance with internationally recognized legal and humanitarian standards.
In this context, the specialized scientific program titled “International Humanitarian Law and Its Relation to Counter Terrorism” provided an advanced platform for the exchange of perspectives and experiences. It addressed the legal frameworks governing the use of force, the legal responsibilities arising from international crimes related to terrorism, and reviewed practical experiences and best practices in this field.
The IMCTC emphasized that adherence to international humanitarian law is a cornerstone of effective counter terrorism efforts, as it ensures the protection of civilians, reinforces legal legitimacy, and enhances public confidence in the policies and procedures adopted to confront terrorist threats. The discussions also highlighted the ethical and cultural dimensions of international humanitarian law, particularly the humanitarian and legal principles rooted in Islamic culture, which support balanced approaches to combating terrorism by prioritizing the preservation of life, upholding human dignity, and preventing abuses.
The coalition affirmed that this approach is an extension of its strategic work across its four domains, military, intellectual, media, and combating the financing of terrorism, and reflects its commitment to supporting member states with specialized legal expertise and strengthening their ability to address contemporary security challenges within established legal and humanitarian frameworks.
This approach also reflects Saudi Arabia's leading role as host country in supporting international initiatives aimed at consolidating peace and security and reinforcing adherence to international humanitarian law as a fundamental pillar in countering terrorism and protecting societies.
