Ministry of Municipalities and Housing Introduces Updated Requirements for Non-Food Retail Outlets

The Ministry of Municipalities and Housing has announced updated requirements for non-food retail outlets. This initiative aims to reduce visual pollution, enhance compliance with regulations, and organize the commercial environment, supporting sector growth and assisting investors.
These requirements apply to all non-food wholesale and retail outlets, including those selling clothing, perfumes, shoes, and stationery. For details, please visit the following link: https://momah.gov.sa/sites/default/files/2025-04/ashtratat%20mnafdh%20alby%60%20llmwad%20alghyr%20ghdhay%27yt.pdf.
The updates cover licensing, site and area requirements, and compatible activities, along with technical and operational standards.
Key updates include permitting wholesale or retail sales in independent locations or existing buildings, with a minimum outlet area of 24 m². Kiosks are restricted to retail sales only and must have a minimum area of 2 m² in commercial complexes or markets. Wholesale activities may also occur within offices, provided they meet specified criteria.
The ministry urges investors and individuals interested in non-food retail to adhere to the requirements outlined in the activity cards on the “Balady” platform to facilitate commercial license issuance and ensure compliance with regulations.
