Human Resources Ministry Transforms Elderly Care

The Ministry of Human Resources and Social Development is overhauling its elderly care system as part of a strategy aligned with the goals of Saudi Vision 2030.
The ministry’s approach shifts from a traditional service model to a more comprehensive, national framework focused on empowerment, governance, and expanded partnerships, aiming to ensure equitable access to quality care and long-term sustainability.
To achieve this transformation, the ministry has developed several advanced initiatives, including outsourcing the operation of elderly care centers to qualified private and non-profit entities. These centers are designed with a focus on psychological, social, and environmental dimensions and are directly supervised by the ministry to ensure high standards.
The ministry has also developed several digital services to enhance independence for the elderly, including a senior citizens privilege card accessible via the ministry's app and linked to the Tawakkalna app, as well as electronic services for residential care requests and a direct support channel.
The ministry provides a range of benefits for the elderly, such as enhanced social security, assistive medical devices, designated parking, and priority service. A digital inclusiveness service also allows for program registration without the need for physical visits.
The ministry has activated the role of non-profit organizations by licensing and empowering them as active partners in service delivery. It has also encouraged the private sector to contribute through social responsibility programs, launching more than 50 unique initiatives in coordination with various partners.
