GEA, HRSD Sign MoU to Activate and Regulate Freelance Work in the Entertainment Sector

 The General Entertainment Authority (GEA) and the Ministry of Human Resources and Social Development (HRSD) signed a memorandum of understanding (MoU) aimed at activating and regulating freelance work in the entertainment sector. The signing took place on the sidelines of the third edition of the Global Labor Market Conference (GLMC), currently being hosted in Riyadh with broad participation from local and international stakeholders focused on labor market development.
 The MoU was signed on behalf of GEA by Vice President for Human Capital and Administrative Affairs Abdulaziz bin Mohammed Al-Humaid, and on behalf of the ministry by Deputy Minister for Localization Hatem bin Saleh Al-Balawi.
 The MoU comes as part of efforts to strengthen partnership and institutional integration between the two entities. It contributes to the development of regulatory and procedural frameworks for freelance work in line with the nature of the entertainment sector, which is witnessing rapid growth and expanding employment opportunities linked to events, seasons, and diverse entertainment activities.
 The agreement aims to empower national freelance talent and open broader pathways for their participation in the entertainment ecosystem. This will be achieved by organizing contractual relationships between freelancers and companies, enhancing professional stability, and positively impacting the quality of outputs and the professionalism of performance across this vital sector.
 Commenting on the occasion, Vice President for Human Capital and Administrative Affairs Abdulaziz bin Mohammed Al-Humaid stated that the MoU represents an important step in supporting the freelance work ecosystem within the entertainment sector. He noted that it will contribute to attracting and empowering national talent, expanding the base of employment opportunities, and enhancing labor market efficiency, in alignment with the objectives of Saudi Vision 2030 to develop human capital and increase citizen participation in promising sectors.
 The MoU reflects the commitment of both entities to fostering innovation in labor market policies and supporting the transition toward modern work models that contribute to economic and social development, enhance the sector’s attractiveness to talent, and encourage participation across various fields, foremost among them the entertainment sector.
