EXPRO Launches Campaign to Highlight Importance of Expenditure Efficiency Teams in Government Agencies

The Government Expenditure and Projects Efficiency Authority (EXPRO) has launched an awareness campaign to highlight the vital role of expenditure efficiency teams in government agencies in enhancing expenditure planning through a range of procedures and initiatives.
According to the authority, over 4,000 initiatives were documented from 2019 to 2024, with contributions from more than 190 teams in government agencies. This has facilitated the reallocation of financial resources to priority development projects that benefit Saudi Arabia and its citizens.
Expenditure efficiency teams in government agencies began their work six years ago, following a royal decree to establish internal teams led by each agency. These teams are responsible for operationalizing expenditure efficiency strategies, developing and implementing initiatives, participating in budget preparation workshops, and reporting on the achievements to both the agency head and the authority.
EXPRO Executive Vice President for Empowering Government Entities Turki Bukhari said: "The success achieved by the expenditure efficiency teams in government agencies over the past few years reflects the level of maturity in the concept of expenditure efficiency in government agencies, and the keenness of the national cadres to apply the best methodologies and practices that contribute to directing government resources in alignment with national strategies, and achieve the objectives of the Kingdom's Vision 2030 in an effective government committed to enhancing expenditure efficiency to achieve financial sustainability and development and improve the quality of services provided to citizens, residents and visitors".
He further noted that the authority is working in partnership with government entities to improve the efficiency of government expenditure planning and needs assessment by disseminating the culture of expenditure efficiency, building the capacities and qualifications of national cadres in government entities, and embracing the best practices and methodologies in this field.
The authority has partnered with government entities to promote the adoption of expenditure efficiency practices and raise awareness. It has developed six manuals covering the formation of expenditure efficiency teams, methodologies for identifying improvement opportunities, and strategies for supporting teams in fostering a culture of efficiency and enhancing performance within the Pillars of Efficiency Sustainability Program.
The authority also organized specialized workshops for expenditure efficiency team leaders. Its academy offered a range of training programs on methodologies for identifying expenditure efficiency improvement opportunities, change management, expenditure review, implementation management skills, capacity and demand planning, and operational excellence.
The authority seeks to contribute to implementing expenditure efficiency in government entities, enhance the efficiency and effectiveness of government procurement processes, upgrade the quality of projects, assets, and facilities, plan infrastructure, programs, initiatives, and operational processes, develop policies, systems, and methodologies, and build the capacities and qualifications of national cadres.
