OIC, UNHCR Launch Strategic Action Plan
Assistant Secretary-General for Humanitarian, Cultural and Social Affairs at the Organization of Islamic Cooperation (OIC) Ambassador Tarig Ali Bakheet and Senior Advisor and Representative of the United Nations High Commissioner for Refugees (UNHCR) to the Gulf Cooperation Council Dr. Khalid Khalifa have signed a new strategic action plan for the next five years.
The plan reflects the depth of cooperation and international partnerships between the two sides. The plan, which runs from 2026 to 2030, aims to sustain and further develop the existing partnership, building on a legacy of historical cooperation dating back to the 1988 agreement, while aligning joint efforts to confront growing humanitarian challenges.
The new agreement focuses on several vital tracks, including field support programs; providing effective and sustainable humanitarian assistance to refugees and displaced persons in the areas most in need; the exchange of technical expertise; and enhancing the efficiency of humanitarian personnel on both sides. It also includes unifying visions and priorities to ensure a faster and more impactful response to humanitarian crises.
Both sides stressed that this plan represents a qualitative shift in joint action, integrating OIC’s geographical reach across the Islamic world with UNHCR's long-standing international expertise, thereby enhancing the ability of both sides to deliver innovative and comprehensive humanitarian solutions.
