Joint Statement Issued at Conclusion of Indonesian President’s Visit to the Kingdom

A joint statement was issued at the conclusion of the visit of President Prabowo Subianto of the Republic of Indonesia to the Kingdom. The statement reads as follows:

 At the invitation of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud and based on the fraternal and distinguished relations and deep-rooted historical ties between the Kingdom of Saudi Arabia and the Republic of Indonesia and their brotherly peoples, President Prabowo Subianto of the Republic of Indonesia conducted a State Visit to the Kingdom of Saudi Arabia on Muharram 7–8, 1447 AH, corresponding to July 2–3, 2025.

 His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, received President Prabowo Subianto of the Republic of Indonesia at Al-Salam Palace in Jeddah. HRH the Crown Prince conveyed to President Subianto the greetings of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud with his best wishes for continued health and well-being to the president, and for further progress and prosperity to the Republic of Indonesia and its brotherly people. The president asked HRH the Crown Prince to convey his greetings and sincere wishes to the Custodian of the Two Holy Mosques, wishing him continued health and well-being, and further growth and prosperity to the brotherly people of the Kingdom of Saudi Arabia. In addition, they held a session of official talks during which they reviewed the historical relations between the two brotherly countries and explored ways to further enhance them across all fields.

 At the outset of the meeting, the Indonesian side expressed its deep appreciation for the efforts exerted by the Government of the Kingdom of Saudi Arabia in serving the Two Holy Mosques, pilgrims, Umrah performers and visitors. The Indonesian side also commended the level of coordination between the two countries in ensuring the comfort and well-being of Indonesian pilgrims, Umrah performers and visitors. Both Sides discussed ways to further strengthen the cooperation in delivering the best possible services for Indonesian pilgrims.

 Emphasizing the two countries’ keenness to strengthen and deepen their historical relationship in various fields, the (First) Meeting of the (Saudi-Indonesian Supreme Coordination Council) was held under the joint chairmanship of HRH the Crown Prince and Prime Minister (Chairman of the Saudi side), and the President of the Republic of Indonesia (Chairman of the Indonesian side). The meeting also endorsed the governance of the Council and a number of recommendations to enhance cooperation between the two countries in areas of common interest, in a manner that meets the aspirations of the leaderships and people of both countries. The Chairmen of the Council emphasized the importance of continuing to support and develop the work of the Council and its committees, as well as ongoing coordination between the two sides, which would contribute to enhancing its effectiveness as an institutional tool that frames bilateral cooperation. Moreover, the two sides look forward to holding the Second Meeting of Council in the Republic of Indonesia, at a time to be mutually agreed through the diplomatic channel.

 Regarding economic, trade, and investment fields, both sides commended the strength of their economic ties and agreed on the importance of enhancing their cooperation, especially in common priority sectors, supporting the building of partnerships between the private sectors of the two countries, and utilizing the opportunities provided by Saudi Vision 2030 and the Golden Indonesia Vision 2045 to enhance cooperation in various fields. The two sides commended the level of bilateral trade, which amounted to about $ 31.5 billion during the past five years, making the Kingdom the top trading partner of the Republic of Indonesia in the region. The two sides stressed the importance of continuing joint action to develop the volume of trade exchange, intensifying mutual visits between officials in public and private sectors, and holding trade events between the two countries through (Saudi-Indonesian Business Council), in order to explore promising opportunities and turn them into tangible partnerships. They also welcomed the positive outcomes of the negotiations for a Free Trade Agreement between the Gulf Cooperation Council (GCC) countries and the Republic of Indonesia, which were held in September 2024 and February 2025, and expressed their hope to conclude the agreement in the near future. The two sides emphasized the importance of enhancing investment cooperation and intensifying efforts to enable strategic partnerships in priority sectors, most notably energy, financial services, mining and industry downstreaming, logistic services, tourism, agriculture and green technologies, in line with Saudi Vision 2030 and Golden Indonesia 2045 and Indonesia’s national development priorities. Both sides commended the vital role of joint investments in supporting economic integration and creating exceptional opportunities for the private sectors in both countries. In this regard, both sides expressed their aspiration to develop an enabling investment environment, adopt effective mechanisms that align development and investment policies, and contribute to achieving development goals. They agreed on the importance of activating institutional communication channels in the investment field, exchanging expertise, intensifying mutual visits, organizing periodic investment forums that bring together executives and businesspeople from both sides, and working on developing a joint roadmap to facilitate the flow of investments, provide feasible incentives, and address regulatory and procedural challenges, thus contributing to encouraging exceptional investments in both countries. They commended the level of coordination and efforts between government entities and major companies in both countries. They also affirmed their commitment to continue building on what has been achieved to enhance investment relations and expand the scope of strategic partnerships between the public and private sectors.

 Regarding the energy field, the Indonesian side acknowledged the Kingdom's efforts and its pioneering role in enhancing the reliability and stability of global oil markets, as well as its positive role in balancing global energy markets. The Indonesian side emphasized the importance of ensuring the security of supplies for all energy sources in the global markets.

 In this regard, both sides agreed on the importance of enhancing cooperation in the following fields: (1) Supply of crude oil and its derivatives, petrochemicals, and joint work to exploit investment opportunities in the fields of refining and petrochemicals, as well as cooperation in innovative uses of hydrocarbons, with a view to ensuring environmental sustainability and promoting environmentally and economically advantageous downstream applications and technologies. (2) Developing and sustaining supply chains for the energy sectors, and enabling cooperation between companies to maximize the benefit from local resources in both countries, thus contributing to achieving flexibility and efficiency of energy supplies, as well as enhancing local content, empowering domestic industries, and build more resilient and inclusive supply chains. (3) Electricity, renewable energy, energy storage and developing its projects, and enhancing the participation of companies from both sides to implement them and encouraging technology transfer, capacity building, and collaborative research to support national energy transitions and renewable energy development goals. (4) Energy efficiency and conservation, through best practice and knowledge sharing regarding implementation of Minimum Energy Performance Standards (MEPS) and energy management; encouraging business entities from both sides to develop joint projects in energy efficiency, and capacity building through training and workshops. (5) International climate policies by focusing on emissions not sources, through the application of the circular carbon economy approach to contribute to addressing carbon emissions in an economically sustainable manner, and identifying areas of cooperation in carbon, capture, utilization and storage (CCUS) and carbon capture and storage technologies by exchanging expertise and information on cross-border carbon transport systems. (6) Enhancing cooperation in the field of mineral resources, including the exchange of experiences in geological works, mining, processing, modern technologies, ore evaluation and other scientific topics related to mineral resources.

 Both sides agreed to cooperate to foster innovation, apply emerging technologies such as artificial intelligence in the energy sector, and develop an enabling environment for them. They also emphasized the importance of joint cooperation to develop applications and technologies for the circular carbon economy and clean hydrogen by exchanging expertise, knowledge, and experiences to implement best practices in these fields.

 The two sides also expressed their aspiration to strengthen cooperation in the health sector, especially with regard to the implementation of Hajj and Umrah health requirements, and to support investment in the health sector through cooperation in the pharmaceuticals, vaccines, and health technology industries, as well as the human resources development.

 The two sides emphasized the importance of enhancing cooperation and partnership in the following fields: (1) Digital economy and innovation, (2) Judiciary and justice; (3) Labor and human resources (4) Culture (5) Tourism (6) Sports and youth (7) education and scientific research (8) industry and mining; (9) Agriculture, fisheries, and food security (10) Enhancing air connectivity between the two countries and providing the necessary facilities and exceptions for the carriers of the two countries.

 Regarding defense and security, both sides agreed on the importance of enhancing and developing defense cooperation between the two countries to achieve common interests and contribute to achieving regional and global security and stability. They affirmed their commitment to enhancing joint security cooperation and coordination on issues of common interest, including combating all forms of crime, combating terrorism and extremism and their financing, enhancing cooperation in the field of cybersecurity, exchanging information, expertise and training, in a way that contributes to achieving security and stability in the two brotherly countries.

 Both sides welcomed the signing of a number of agreements and memoranda of understanding (MoUs) during this visit between private sector institutions, amounting to about $ 27 billion in a number of fields, including clean energy, petrochemical industries, and aviation fuel services, which reflects the aspirations of both sides towards an advanced economic partnership.

 The two sides emphasized the importance of enhancing cooperation between them in the international forums and organizations, including International Monetary Fund (IMF), World Bank (WB) and Islamic Development Bank (IsDB), to achieve multilateral international cooperation to address the economic challenges facing the two countries and the world, and committed to intensify their coordination on issues of mutual interest in a manner that is consistent with their foreign policy in the United Nations (UN), the Organization of Islamic Cooperation (OIC), the G-20 and the Non-Aligned Movement

 Regarding international affairs, the two sides exchanged views on issues of concern to both countries on the regional and international levels and reiterated their determination to continue coordination and intensify efforts aimed at maintaining international peace and security. In this regard, the two sides welcomed the announcement of a ceasefire agreement between the two parties to the escalating conflict in the region and expressed their appreciation for all efforts made to de-escalate the situation and hoped for the sustainability of the ceasefire.

 Regarding developments in Palestine, the two sides expressed their deep concern over the humanitarian catastrophe in Gaza and reiterated their commitment to continue providing urgent humanitarian and relief support and aid to address the repercussions of the Israeli aggression. They called on the international community to take immediate practical steps to end the humanitarian catastrophe in Gaza and stressed the need for Israel to adhere to the ceasefire. The two sides also condemned Israel's policy and the use of blockade and starvation as weapons against civilians in the Gaza Strip. They expressed their complete rejection of the displacement of Palestinian citizens inside or outside their land, considering it a blatant violation of international law. They also condemned Israel's continued targeting of humanitarian workers and stressed the importance of the role that the international community must play in pressuring the Israeli side to comply with international law and international legitimacy resolutions. They also stressed the importance of calling on all states to condemn Israeli violations, demanding that the international community holds it accountable in accordance with international law, and pressuring it to fulfill its obligations. The two sides also stressed the need to allow international humanitarian organizations to play their role in providing humanitarian and relief aid to the Palestinian people, including United Nations organizations, particularly the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), and to support their efforts in this regard.

 Both sides emphasized that achieving security and stability in Palestine can only be realized through the implementation of international resolutions related to the two-state solution, in a manner that ensures the creation of conducive conditions for peaceful coexistence, economic development, and enabling the Palestinian people to obtain their legitimate rights, including the establishment of an independent, sovereign state along the 1967 borders with East Jerusalem as its capital. In this regard, the Indonesian side commended the Kingdom’s efforts in this context, including its role in the Global Alliance for the Implementation of the Two-State Solution and as the Co-Chair of the High-Level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution. Both sides urged all countries to support and actively participate in these efforts, with the aim of developing practical steps that reinforce international initiatives and peace efforts, ultimately leading to the establishment of an independent Palestinian state and the end of the occupation.

 Regarding Yemen, the two sides stressed the importance of the full support for the international and regional efforts aimed at reaching a comprehensive political solution to the Yemeni crisis, in a manner that safeguards Yemen’s unity and stability. They reiterated their support for the Presidential Leadership Council in the Republic of Yemen, in pursuing a political solution. In addition, the Indonesian side commended the Kingdom’s efforts and initiatives aimed at encouraging dialogue and reconciliation among Yemeni parties, and its role in providing and facilitating access of humanitarian aid across all regions of Yemen, as well as its role in providing economic support and development projects in Yemen. They also stressed the importance of maintaining the security and stability of the Red Sea region, affirming that its freedom of navigation is a matter of international demand, given its impact on global interests.

 Regarding Syria, the two sides stressed the importance of respecting the sovereignty and territorial integrity of the Syrian Arab Republic and rejecting any interference in its internal affairs. They also welcomed the announcement by the governments of the U.S., the United Kingdom, and the European Union (EU) countries to lift sanctions imposed on Syria, considering this a positive step toward rebuilding Syria, achieving stability, creating appropriate conditions for the return of refugees, and building state institutions. The Indonesian Side commended the Kingdom's efforts in this regard. The two sides renewed their support for all efforts aimed at achieving security and stability in Syria and expressed their rejection of any practices that violate Syria's sovereignty, including repeated Israeli attacks on Syrian territory.

 Regarding Sudan, the two sides emphasized the importance of continuing dialogue between the two parties to the conflict through the Jeddah Forum, leading to a complete ceasefire, ending the crisis, alleviating the suffering of the Sudanese people, and preserving Sudan's sovereignty, unity, and national institutions.

 At the conclusion of the State Visit, President Prabowo Subianto of the Republic of Indonesia expressed his thanks and appreciation to the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, for the warm welcome and generous hospitality accorded to the Indonesian President and the accompanying delegation. President Prabowo also extended an invitation to HRH the Crown Prince to undertake a reciprocal visit to Indonesia at a mutually convenient date. HRH the Crown Prince also expressed his best wishes for the Indonesian President’s health and happiness, and for further progress and prosperity for the brotherly Indonesian people.
