
A statement issued by the Joint Incidents Assessment Team (JIAT) regarding the allegation that the Coalition Forces targeted the (medical clinic) in (Kamis Marran) in (Haydan) directorate of (Sa'ada) governorate on (01/04/2015
With regard to what JIAT observed in the report issued by Physicians for Human Rights on (March 2020), which includes that on (01/04/2015) Coalition Forces aircraft targeted the (medical clinic) in (Khamis Marran) in (Haydan) directorate of (Sa'ada) governorate, (No coordinates of the claimed location were provided).
JIAT vetted the incident, and reviewed all documents, including air tasking orders, daily mission schedule, mission execution procedures, after mission reports, satellite images, coordinates of the (medical clinic) in (Khamis Marran) provided by the representative of the legitimate Yemeni government in JIAT, the website of the National Information Center in Yemen which contains the health centers and hospitals in Yemen, Coalition Forces No strike list (NSL), Coalition Forces rules of engagement, provisions and principles of International Humanitarian Law and its customary rules, and after assessment of evidences, JIAT found that the claimed (medical clinic) is located in the south western part of (Sa'ada) governorate, and is in the Coalition Forces No Strike List (NSL).
JIAT specialists studied the satellite images of the claimed (medical clinic) in (Khamis Marran) and found the following:
1. The location consists of one building surrounded by a fence.
2. Damage on the building, JIAT was unable to determine the cause of it.
By studying the air missions carried out by the Coalition Forces on (01/04/2015), which is the date of the claim, JIAT found that the Coalition Forces carried out an air mission on a military target, (3500) meters away from the (medical clinic) in (Khamis Marran), using guided bombs that hits their target.
By studying the after mission report for the missions carried out, JIAT found that the bombs hit their targets precisely.
JIAT specialists studied the satellite images of the military target location, and found traces of aerial targeting on it.
By studying the daily mission schedule carried out by the Coalition Forces one day before and one day after the claimed date, JIAT found the following:
1. On (31/03/2015) the day before the claimed date, Coalition Forces did not carry out any air missions on (Khamis Marran).
2. On (02/04/2015) the day after the claimed date, Coalition Forces did not carry out any air missions on (Khamis Marran)
In light of that; JIAT found that Coalition Forces did not target the (medical clinic) in (Khamis Marran) in (Haydan) directorate of (Sa'ada) governorate on (01/04/2015), as claimed.
