Ministry of Municipalities and Housing: ‘Etmam’ Center Offers 38 Digital Services to Support and Streamline Real Estate Development

The Ministry of Municipalities and Housing announced that the “Etmam” Developers Services Center provides 38 integrated digital services through interconnected development pathways, aimed at supporting and streamlining the real estate development journey, facilitating procedures, and linking beneficiaries with relevant entities through a unified and transparent process.
The ministry explained that the center’s services cover several areas of real estate development, including land development within urban areas subject to fees, as well as other development projects. Support is delivered through technical and procedural assistance, standardization of requirements, and regulatory integration in coordination with relevant authorities.
The ministry noted that the “Etmam” operational model assigns a relationship manager to each developer to follow up on applications, coordinate with concerned entities, and ensure procedures proceed in line with approved frameworks, thereby enhancing efficiency and institutional performance. It added that the “Etmam” digital platform enables beneficiaries to review requirements at each stage and track applications through to completion, helping reduce processing time and administrative costs.
Regarding the investment environment, the ministry said the center’s services have enhanced the reliability of development processes, increased the attractiveness of the real estate sector, and encouraged owners and developers to accelerate project implementation within approved regulatory frameworks.
The ministry affirmed that these efforts align with Saudi Vision 2030 objectives by improving procedural efficiency, strengthening the business environment, and promoting sustainable urban development.
