
JIAT Issues Statement on Allegation that Coalition Forces Targeting Sarwah Rural Hospital in Marib Governorate
The Joint Incidents Assessment Team (JIAT) issued a statement regarding the allegation that the Coalition Forces targeted Sarwah rural hospital in Harib directorate of Marib governorate on 24/04/2015 as follows:
“With regard to what was stated in the 11th periodic report on the work of the National Commission to Investigate Alleged Violations to Human Rights in Yemen (NCIAVHR), issued on July 2023, which included that after Al-Houthi group took control of Sarwah directorate villages, Al-Houthi group elements stormed a number of public institutions, including schools and hospitals, and stationed in Sarwah rural hospital, after tampering with its contents and turned it into a military camp, and as a result, the hospital was targeted on 24/04/2015, by the Coalition Aircrafts, causing total destruction of the hospital building. Coordinates of the claimed location were provided.
JIAT vetted the incident, and reviewed all documents, including air tasking orders, daily mission schedule, mission execution procedures, after mission reports, satellite images, JIAT members visit to the operation centers and related field units, the website of the National Information Center in Yemen which contains the health centers and hospitals in Yemen, Coalition Forces No strike list (NSL), Coalition Forces rules of engagement, provisions and principles of International Humanitarian Law and its customary rules, and after assessment of evidences, JIAT found that Sarwah rural hospital is located in Sarwah village in Sarwah directorate, west of Marib governorate, and is in the Coalition Forces No Strike List (NSL).
JIAT specialists studied the satellite images of the claimed location Sarwah rural hospital after the date of the claim, and found the following:
1. Sarwah rural hospital consists of a main building and its annexes surrounded by a fence.
2. No damage resulting from aerial targeting to the hospital buildings.
By studying the air missions carried out by the Coalition Forces on 24/04/2015, which is the date of the claim, JIAT found that the Coalition Forces did not carry out any air missions on Sarwah village.
By studying the daily mission schedule carried out by the Coalition Forces one day prior and one day after the claimed date, JIAT found the following:
On 23/04/2015 the day prior to the claimed date, JIAT found that the Coalition Forces did not carry out any air missions on Sarwah village.
On 25/04/2015 the day after the claimed date, JIAT found that the Coalition Forces did not carry out any air missions on Sarwah village.
In light of that, JIAT found that Coalition Forces did not target Sarwah rural hospital in Sarwah directorate of Marib governorate on 24/04/2015, as claimed.”
