RDIA Launches 'Innovation District Blueprint' to Support Knowledge Economy Growth

The Research, Development, and Innovation Authority (RDIA) launched the "Innovation District Blueprint," a comprehensive roadmap to unify standards for designing, managing, and operating innovation districts in the Kingdom. The Blueprint ensures their transformation from traditional real estate assets into vibrant, integrated ecosystems that enhance the Kingdom's global competitiveness.
This launch comes amidst unprecedented momentum in the research, development, and innovation sector. The Blueprint addresses varying maturity levels among existing districts, such as technology valleys and science parks, by introducing a unified benchmark reference. Operating under the slogan "Crafting a Home for Opportunity," it strategically shifts the focus from property and facilities management to building knowledge communities.
The authority emphasized that the new Blueprint has been developed in line with global best practices to serve as a national operating system built on six key enablers: enabling governance, smart infrastructure, talent attraction, activating research collaboration, accelerating technology transfer, and ensuring financial sustainability. This transformation aims to create attractive and stable investment environments that reduce risks for investors and entrepreneurs, while accelerating the conversion of scientific research into tangible economic value.
This Blueprint stands as a testament to the constructive collaboration with the strategic partner, the National Industrial Development and Logistics Program (NIDLP). It is further supported and empowered by key success partners representing the pillars of the national ecosystem. These include the Saudi Authority for Industrial Cities and Technology Zones (MODON), King Abdulaziz City for Science and Technology (KACST), technology valley companies (Dhahran Techno Valley, Wadi Makkah, Wadi Jeddah, and Dammam Valley), and a selection of prestigious academic institutions (King Abdullah University of Science and Technology, King Saud University, King Faisal University, Qassim University, and the University of Tabuk), in addition to the Prince Turki Bin Mohammad Bin Fahd Center for Creativity and Entrepreneurship.
The Blueprint is designed to empower these partners, alongside other government entities and the private sector, to adopt a shared language and unified standards that align national efforts. It clearly defines the complementary roles of each stakeholder, ensuring that innovation districts become a true Home for Opportunity, incubators for creative minds, and catalysts for the growth of billion-dollar companies, contributing directly to the objectives of Saudi Vision 2030 and the transition toward an innovation-driven economy.
Concluding the announcement, the authority invited all partners and stakeholders to explore the "Innovation District Blueprint" and begin aligning their operational plans with its standards, encouraging them to play an active role in this ambitious national journey.
