Since the announcement of the Kingdom's Vision 2030 more than three years ago, it has been proving daily that its interest in promoting the national economy is comprehensive and inclusive and handles all sorts of details, in a serious endeavor to build a strong economy with diverse sources of income and picked-up non-oil economic and investment activities.
Today, the Vision pays special attention to addressing the negative aspects of the commercial concealment, a phenomenon that has always been a thorn in the side of the national economy, making it lose billions of riyals. The Vision believes that it is difficult to carry out its objectives, programs and projects as the commercial concealment exists and ruin the efforts exerted.
Hence, it was not strange for the State to update the National Program for Combating the Commercial Concealment and reach the final stages in order to submit it to the Shura Council after making necessary amendments to it, harshening penalties included within, identifying mechanisms of correcting the conditions of concealers, taking visuals from the private sector, economists and legal officers, as well as putting forward the draft to the public.
It must be recognized that the commercial concealment phenomenon, earlier, did not find a strong confrontation to undermine it. Concealers manipulated the national economy as they want, taking advantage of the weakness of legislations and regulations. Now, the State seems serious to eradicate the phenomenon and root it out of the soil of the national economy. This is evidenced by the participation of several bodies in monitoring the commercial concealment and its perpetuators and work together to stop their activities. These bodies include the Ministries of Interior, Trade and Investment, Municipal and Rural Affairs, Labor and Social Development, the Technical & Vocational Training Corporation, the Saudi Arabian Monetary Authority Saudi Arabia the General Authority of Zakat and Tax, Monshaat, and Establishments, the General Investment Authority, the Social Development Bank and the Human Resources Fund. This indicates that National Program for Combating the Commercial Concealment will monitor the activities of residents and their investments in the Kingdom, and regulate financial transactions to stop the illegal exit of funds from the country. In parallel, there will be an interest to measure the proportion of indigenization in the residents' projects, in a step paving the way to declare the names of sectors with commercial concealment and identify the sectors that can be indigenized, in order to create jobs for Saudis and eliminate the non-Saudi conglomerates in these sectors.
The great thing about the National Program for Combating Commercial Concealment is that it will launch an awareness campaign on the dangers of the commercial concealment and the fake employment to raise the society's awareness about the harms that this phenomenon brings to the homeland and the citizen and change the mental image of the commercial concealment through social media, advertisements and others, confirming that combating the commercial concealment is the responsibility of all, and not only the responsibility of the concerned parties.
