Custodian of the Two Holy Mosques Chairs Cabinet's Session

The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the Cabinet's session at Al-Yamamah Palace in Riyadh on Tuesday afternoon.
At the outset of the session, the King briefed the Cabinet on the outcomes of his meetings with Indian Foreign Minister Sushma Swaraj and a delegation of Middle East Group of British Conservative Party.
The Minister of Culture and Information Dr. Awwad bin Saleh Al-Awwad said in a statement to Saudi Press Agency that the Cabinet stressed the speech of the Custodian of the Two Holy Mosques during receiving the guests of National Festival for Heritage and Culture "Al-Janadriyah 32" including writers and intellectuals, his emphasis on the importance of cultures as a basic foundation in forming the identity and values of nations, and their diversity, multiplicity and respect for the privacy of each culture are considered a demand for coexistence among peoples and the achievement of peace between nations, and the enhancement of the cultural dimension is important for the interest of international peace and security.
The Cabinet appreciated honored dignitaries and guests of the Festival for their expressions of thanks and appreciation to the Custodian of the Two Holy Mosques for his great contributions and efforts in serving the issues of Arab and Islamic nations, international peace and security, and the service of culture and heritage.
The Cabinet expressed its thanks and appreciation to the King for his support to provide desalinated water from mobile stations to meet the increasing demand for desalinated water in the Kingdom, commending Saline Water Conversion Corporation for its efforts in raising the production of desalinated water within two years from 3.5 to 5 million cubic meters per day without an increase in capital costs, and its distinction as the largest desalination facility in the world.
The Cabinet reviewed latest developments in the region and the world, reaffirming in this context the Kingdom's strong condemnation of bombarding by Al-Assad regime of Eastern Ghouta and the use of chemical weapons, considering this aggressive attack as a flagrant violation of international laws and incompatible with international efforts aiming to resolve the Syrian crisis politically according to the principles of the Geneva 1 Declaration and the Security Council resolution No. 2254.
The Cabinet expressed the condolences of the Kingdom of Saudi Arabia and its people to President Vladimir Putin of the Russian Federation and his people on the victims of the crash of the Russian civil plane.
Dr. Awwad bin Saleh Al-Awwad said that the Cabinet was briefed on topics on its agenda and decided the following:
First:
The Council of Ministers approved an agreement in the field of Environment Protection and Conservation between the Kingdom of Saudi Arabia and the Hashemite Kingdom of Jordan.
Second:
The Council of Ministers authorized the Minister of Environment, Water, and Agriculture - or his deputy - to discuss with the Iraqi side a draft memorandum of understanding for cooperation in the field of agriculture between the Kingdom of Saudi Arabia and the Republic of Iraq, sign it, and submit the final signed version to complete formal procedures.
Third:
The Council of Ministers authorized the Minister of Labor and Social Development - or his deputy - to discuss with the Sudanese side a draft memorandum of understanding for cooperation in the fields of welfare, insurance, and social security between the Ministry of Labor and Social Development in the Kingdom of Saudi Arabia and the Ministry of Welfare and Social Security in the Republic of Sudan, sign it, and submit the final signed version to complete formal procedures.
Fourth:
The Council of Ministers approved air services agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Mauritius, signed in the city of Nassau on 9/3/1438.
Fifth :
The Council of Ministers approved amendment of executive regulations of Code of Criminal Procedures issued by the Council of Ministers' Resolution No. (142) dated 21/3/1436, as stated in the resolution.
Sixth :
After reviewing a report submitted by the Minister of Culture and Information and recommendations of the Council of Economic Affairs and Development No. (21/18/39 D) dated on 30/4/1439 H, the Council of Ministers approved the amendment of the regulation of General Commission for Audiovisual Media issued by the Council of Ministers' Resolution No. (332) dated 16/10/1433 H, as stated in the resolution.
Seventh :
After reviewing the recommendations of the Council for Economic Affairs and Development No. (61-2/38 / D) dated 23/9/1438 H and No. 19-14 / 39 / D dated on 25/3/1439H, the Council of Ministers approved the regulation of Commission for Care of People with Disabilities.
Eighth:
The Council of Ministers approved promotions as follows:
1/ Promotion of Omran bin Ali bin Mohammed Al-Omran to the post of Director General of Water at the Riyadh General Directorate of Water of the Ministry of Environment, Water, and Agriculture (Rank 15).
2/ Promotion of Mansour bin Abdullah bin Mohammed Al-Rashoud to the post of Advisor of Security Affairs at the Ministry of Interior (Rank14).
3/ Promotion of Ahmed bin Lalouldan bin Hikmatullah Zainuddin to the post of Director General of Information Technology Administration at the Ministry of Municipal and Rural Affairs (Rank14).
4/ Promotion of Mohammed bin Ibrahim bin Abdullah Al-Masoud to the post of General Director of the Minister's Office at the Ministry of Environment, Water, and Agriculture (Rank 14).
5/ Promotion of Abdulaziz bin Mohammed bin Hamad Al-Ammar to the post of Deputy Director General at the Makkah Region General Directorate of Water of the Ministry of Environment, Water, and Agriculture (Rank 14).
6/ Promotion of Emad bin Abdulaziz bin Saad Al-Muhana to the post of Minister Plenipotentiary at the Ministry of Foreign Affairs.
7/ Promotion of Abdulrahman bin Ibrahim bin Hussein Al-Gosaibi to the post of Sector Head at the Ministry of Finance (Rank14).
8/ Promotion of Abdulaziz bin Ibrahim bin Othman Al-Dahsh to the post of General Director of Administrative and Financial Affairs at the Ministry of Finance (Rank14).

The Council of Ministers was briefed on a number of general issues on its agenda including fiscal annual reports of the Ministry of Commerce and Investment and the Saudi Broadcasting Corporation, and issued its directives regarding them.
