The Commercial Anti-Concealment National program is one of the most important initiatives of the National Transformation Program 2020. It addresses the concealment in all sectors, develops regulations and legislation related to it, stimulates e-commerce and use of technical solutions, regulates financial transactions to undermine the exit of funds, generates attractive jobs for Saudis in business sectors and encourages them to invest, and find solutions to the problem of irregular foreign ownership in the private sector.
Recently, the Program announced that all outlets in different businesses will be gradually obliged to use various e-payment methods. The operators of gas stations and their services have been obliged to provide Mada service. Also, two days ago, it was announced that maintenance workshops and activities related to the automotive sector, such as (wheel alignment, flat tire, spare parts, auto mechanics) will be obliged to use e-payment methods as of 18 Rabi Al Awwal 1441AH.
In addition, repeated announcements have been made by the Ministry of Commerce and Investment, with regard to granting a reward to citizens and residents reporting commercial concealment cases up to 30% of the total value of the fines, right after the submission of evidence proving the concealment and collection of the concealment fine, up to one million riyals per violator under the anti-concealment system.
Citizens should cooperate in this direction and be the eye of the parties involved, to report violators, or those who refrain from providing the service to apply the maximum statutory penalties, in order to accelerate the implementation of the program in all sectors, help the success of the e-payment process and reduce the circulation of cash, and thus corning the concealment.
There is an important role for the National Center for Performance Measurement (ADAA), which works to measure the performance to achieve the objectives of the Vision 2030's programs. This role is achieved through the ADAA's focus on measuring the performance of the bodies involved in the indigenization of many activities, participating in the Anti-concealment Program, and learning about the results achieved.
It is worth mentioning that we have seen the indigenization of a myriad of businesses by the Ministry of Labor and the results achieved by ADAA are supposed to be disseminated, rather than the results contained in the press releases of the ministries, as ADAA is an independent entity seeking to issue periodical reports on the achievement of the strategic goals that government agencies are working on to achieve the Kingdom's Vision 2030.
